Cultural Shift South East was part of an international Partnership involving the UK, Poland and Italy.
This Partnership, known as the Third Angle, is undertaking joint learning in the very different context of the social economy in the 3 member states.
The Third Angle Partnership provided an exciting opportunity for partners to share expertise and knowledge as well as highlighting the different stages of the development of the social economy across each member state.
The Partnership has met in Brussels, Warsaw, Oxford, Florence, Krakow and Portsmouth.

Andrea Westall was commissioned to write a report as part of the mainstreaming strategy of the Third Angle Partnership. It reviews the future and potential of EU funding directed at, or relevant to, the social economy and places this analysis within a broad overview of EU policy.

During 24th and 25th October, the The Third Angle Transnational Partnership held a 2 day international debate and celebration event with international policy experts and government officials to debate the challenges for supporting the social economy through EU policy and programmes. Key note speakers included: Professor Jerzy Hausner, former Deputy Prime Minister of Poland, Dr Gianni Salvadori, Councillor for Social Policy for Tuscany, Italy and Hilary Norman, Director, Office of the Third Sector. Apostolos Ioakimidis, from DG Enterprise, was in attendance during the second day of the Conference.
As the final transnational event, members were keen to celebrate the achievements of the partnership. Cultural Shift South East would like to send its best wishes to our Italian and Polish partners.

Our Transnational Partners: Italy.
The INCISO consortium aims at strengthening social enterprise in Tuscany, through social enterprise 'incubators', the creation of a series of infrastructures and services for future enterprises, that could help them to overcome start-up difficulties.
The general objective of this project is the adoption of supporting actions that could qualify and strengthen the entrepreneurial competencies of social enterprises as a social and ethical business.
In addition, the project favours:

The development of social enterprises that can overcome the difficulties of “staying in the market”, in that they need to be socially rooted in the territory but at the same time be stable under the economic and business profile, and;
-
The stregthening of existing social enterprises (in terms of HR, business regulation, accreditation), with the view to transfer and mainstream existing models.
Our Transnational Partners: Poland.
The Project involves a number of activities aimed at defining the social economy sector in Poland. This includes identifying its scope, and ongoing monitoring of its development, as well as its existing and potential contribution to the resolution of economically-induced social problems. It is our intention to define, throughout the implementation of the Project, the optimal conditions that foster the development of the social economy sector and its specific players. In addition, we are drafting the optimum legislative framework for the SE and identify the ideal financial, institutional and social conditions, as well as the necessary corporate culture of social economy players. Related recommendations will be presented at the final stage of the Project.
The Project involves a number of activities under four broad outcome categories, including: - drafting recommendations for the legislative, financial, institutional and social environment of the social economy, - developing a system for monitoring and strengthening the social economy sector, - ensuring that the necessary components of the social economy infrastructure are operational, - increasing awareness of issues surrounding the social economy and its role in reducing social exclusion.
We have proceeded with building an integrated system for monitoring the status of the social economy sector (the Observatory), for evaluating and testing specific social economy initiatives (the Laboratory), and developed several tools (methods and approaches) designed to strengthening the social economy.
Based on a broad definition of the social economy sector, 50 of initiatives were selected in order to analyze the nature of the implementing organizations and the type of activities they have undertaken. Based on the selected group, we are defining optimum activity models for promotion and replication of successful SE initiatives throughout Poland.
We promote the integration of the social economy community in Poland by facilitating meetings and information exchange (including a social economy portal, seminars, symposiums, publications, etc.). We ensure expert support designed to improve the skills of those involved in the social economy (including non-government sector employees and staff members of key public administration institutions, such as social assistance and employment services) and establish a training and development system for employees in both the SE sector and its immediate environment (including training events, post-graduate studies, the Seasonal Social Economy School, etc.).
We are promoting the social economy as a pro-active social policy approach that stimulates the activity of local communities. In particular, it is our intention to provide adequate tools for drafting Local Social Problem-Solving Strategies that integrate aspects and methods from the social economy. We are cooperating with the private sector to work out a strategy for the involvement of the businesses in social economy initiatives.
